2016 Legislative session runs from January 6th- May 6th. Appropriation Bills must be Truly Agreed and Finally Passed by this day. On January 6th HB 2036 was introduced and read for a first time. This bill states that: When an offender has served 40% of his/her sentence the board shall review the offender's case and the board will have the desecration to recommend parole or clemency. This is different than last years bill. This current proposed change to the law takes Missouri back to the days prior to the Truth in Sentencing Act of 1994. This is the law that has had the highest effect of the exponential growth of Missouri's prison population.
